The ARC-Central Office (ARC-CO) seeks to appoint a highly skilled, experienced, and dynamic person to the following position at Hatfield, Pretoria.
Job Description

 

  • Operational Efficiency: Ensuring smooth and efficient delivery of supply chain management services to meet the organisation's operational needs and objectives. This involves establishing and monitoring performance metrics, implementing process improvements, and enhancing service quality.
  • Cross-Functional Collaboration: Facilitating collaboration and coordination between different teams and functions by aligning efforts and fostering effective communication, the SCM Shared Services Manager enhances the overall performance and effectiveness of the supply chain function.
  • SCM Policy Norms and Standards, Monitoring and Compliance: Align SCM policy with latest legislative requirements. Liaison with National Treasury on legislative prescripts. Drive the implementation of SCM policies and conduct training and workshops for SCM officials and internal end users. Develop operational templates for SCM for standardisation.
  • Audit co-ordination:Facilitate all SCM related audit activities and liaise with Internal Audit and AGSA.
  • SCM performance reporting: National Treasury reporting, SCM monthly and quarterly reports.Maintain the Deviation and Irregular Expenditure reports.
  • Service Level Management: Defining and managing service level agreements (SLAs) with internal stakeholders to ensure that service expectations are clearly defined, monitored, and met.
  • The SCM Shared Services Manager works to continuously improve service levels, address any issues or gaps, and strengthen relationships with internal customers.
  • Cost Optimisation: Identifying opportunities for cost optimisation within the supply chain function. This involves analysing processes, implementing cost-saving measures, evaluating vendor relationships, and ensuring the best value for money in procurement and logistics activities.
  • Technology Enablement: Overseeing the implementation and utilisation of technology solutions that support supply chain efficiency and automation. This may include implementing an Enterprise Resource Planning (ERP) system, adopting digitised processes, or leveraging data analytics for demand forecasting and inventory optimisation.
  • Performance Management: Establishing performance management frameworks and
  • processes for the shared services team. This includes setting performance targets, conducting regular performance evaluations, providing feedback and coaching, and fostering a culture of continuous improvement.
  • Risk Management: Identifying and mitigating supply chain risks that could impact operational efficiency or disrupt service delivery. This may involve implementing risk management systems, developing contingency plans, and ensuring compliance with regulatory requirements.
  • Stakeholder Engagement: Engaging with key stakeholders, both internal and external, to understand their needs, address concerns, and proactively anticipate future requirements. This includes establishing strong relationships with suppliers, customers, and other functional teams within the organisation.
Job Requirements
  • A Bachelor’s Degree in Supply Chain Management /Logistics /Purchasing.
  • A Postgraduate qualification in Business Administration will be advantageous.
  • 5-7 years of progressive experience in SCM Operations, SCM shared services, or similar roles, three (3) years should be at supervisory role.
  • Experience with managing teams across geographical spread.
  • Experience in end-to-end SCM lifecycle and proven track record of SCM process efficiencies and effectiveness.
  • Implementation experience in PFMA, PPPFA and National treasury regulations, Directives and Policies.
